Regional L&D Manager

We are looking for an experienced & self-driven Regional L&D Manager for one of our global shipping clients. Reporting to the Head of Human Resources, this role will lead learning and development initiatives while providing functional oversight and guidance to HR Business Partners and business leaders on Learning & Development matters.

The ideal candidate should have minimum 8 years of relevant L&D experience, with strong understanding of learning needs analysis, programme design, facilitation, evaluation methodologies and adult learning principles.

Learning & Development

  • Develop and drive the organisation’s Learning & Development strategy to build workforce capability and support current and future business requirements.
  • Establish and maintain Learning & Development policies, processes, frameworks, governance standards and operating procedures to ensure a consistent, effective and compliant approach to learning and capability development across the organisation.
  • Lead the development, implementation and continuous enhancement of competency frameworks, proficiency standards and career development pathways to support recruitment, employee development, succession planning and organisational capability building.
  • Partner with HR Business Partners and business leaders to identify capability gaps, assess workforce development needs and lead the organisation-wide Training Needs Analysis (TNA) process to establish capability development priorities and annual learning plans.
  • Develop and maintain Learning & Development metrics, dashboards and reporting frameworks to support decision-making and evaluate learning effectiveness.

Talent Development

  • Develop and implement leadership development strategies, frameworks and programmes to strengthen leadership capability and support current and future organisational requirements.
  • Develop and maintain career development frameworks, role-based development pathways and capability-building approaches that support employee growth, career progression and readiness for future responsibilities.
  • Partner with HR Business Partners and business leaders to support succession planning initiatives by identifying development needs and facilitating targeted development opportunities for key talent and critical roles.

Learning Operations and Programme Management

  • Oversee the implementation and administration of mandatory training requirements, certification records and refresher training schedules to support organisational, industry and audit requirements.
  • Oversee the administration, governance and continuous improvement of the organisation’s Learning Management System (LMS) and related learning technologies, including system enhancements to improve user experience, operational efficiency, learning delivery, tracking and reporting capabilities.
  • Oversee the planning, implementation and administration of corporate learning programmes, including induction, internship and scholarship programmes, to ensure alignment with organisational objectives and workforce development needs.
  • Partner with HR Business Partners, business leaders and subject matter experts to identify opportunities for internal capability development, leveraging organisational expertise to design and deliver sustainable learning solutions.
  • Manage relationships with training providers, educational institutions and external partners, including programme evaluation, service quality monitoring and contract administration where applicable.
  • Develop, monitor and manage Learning & Development budgets, training-related expenditure and applicable training grants, ensuring cost-effectiveness and compliance with relevant funding requirements.
  • Establish operational procedures, reporting requirements and administrative controls to ensure the effective delivery, monitoring and documentation of Learning & Development activities across the organisation.

Leadership & Team Management

  • Provide direction, guidance and coaching to the Executive / Senior Executive (Human Resources) responsible for Learning & Development.
  • Allocate and oversee work assignments, monitor deliverables and support the professional development of team members.
  • Establish and continuously improve team processes, operating practices and service delivery standards to support the effective execution and growth of the Learning & Development function.
  • Support or lead additional projects, assignments and other ad hoc duties as directed by the General Manager (Human Resources).

Requirements

  • Degree or Diploma in Human Resources Management, Learning & Development, Organisational Development, Business Administration, or a related discipline (or equivalent).
  • Minimum 8 – 10 years of progressive HR experience, including significant responsibility for Learning & Development, talent development or organisational capability initiatives.
  • Experience establishing or managing Learning & Development policies, processes, frameworks and governance practices is preferred.
  • Experience developing and implementing learning programmes, competency frameworks and capability development initiatives across multiple functions or locations.
  • Experience providing functional guidance, coaching or supervision to junior team members.
  • Experience working with a multicultural workforce is preferred
